
Against the backdrop of rising fuel prices, the French Government has deployed a targeted and evolving support plan since the beginning of the Middle East crisis to preserve economic activity in the most exposed sectors and protect the purchasing power of workers.
Since Monday 1 June 2026, several measures have officially come into force, including the request portal for fishing industry support and the revaluation of mileage allowances for home care professionals.
The Grands Rouleurs portal offers financial assistance initially set at 50 euros, now increased to 100 euros to cover the April to August period, for workers in deciles D1 to D5 who are constrained to use their vehicle to get to work (30km round trip or 8,000km per year). At 2 June, 636,500 requests had been received. The portal officially opened on 27 May and remains open until 31 July 2026.
Home care professionals (associative sector) and health transporters have seen their mileage allowances increase from 0.38 euros per km to 0.40 euros per km, equivalent to 20 cents per litre. In parallel, an electrification plan includes setting up social leasing for 15,000 used electric vehicles for these professions.
For health transporters (ambulances and light sanitary vehicles), the Government has initiated a revaluation of the dedicated aid.
State civil servants have seen a temporary revaluation from 1 June to 31 December of +3.2%, equivalent to 20 cents per litre of fuel, for travel expenses of State agents and hospital agents constrained to use their personal vehicle for service.
The Employer Scheme doubles the 2026 Fuel Bonus, allowing employers to pay a doubled fuel bonus up to 600 euros, fully tax-exempt and socialised. Access criteria have been simplified (removal of supporting documents, residency or public transport constraints).
Farmers benefit from fuel aid (GNR Agricole) covering 3.86 cents per litre in April, then 15 cents per litre from May to August. The DGFiP portal has been open since 5 May 2026, with 10,513 files received to date. Exceptional coverage of social contributions (PEC MSA) has seen 16,715 requests filed by 1 June, representing approximately 13.4 million euros mobilised.
Road transporters receive a flat fuel aid equivalent to compensation of 20 cents per litre for the most fragile structures. The portal opened on 12 May 2026, with first payments expected from 8 June 2026.
Reinforcement of aid for purchasing electric vehicles is available up to 9,500 euros for light electric utility vehicles and up to 100,000 euros for electric heavy goods vehicles when assembled in the European Economic Area.
Construction industry companies receive GNR aid covering 20 cents per litre for companies with fewer than 20 employees belonging to one of the 16 GNR-intensive sectors for May consumption. The aid is extended to eligible companies with fewer than 50 employees for GNR consumption for June, July, August.
Fishermen receive support covering 20 cents per litre for April and 35 cents per litre for May, extended until the end of August.
The industrial sector (Chemicals & Fertilisers) has a temporary aid portal in 2026 to compensate for the rise in energy prices, legally anchored to the state aid framework for carbon compensation.
Taxi sector professionals receive an exceptional cash advance corresponding to a 25% advance on the annual TICPE repayment normally paid in 2027 (calculated on 2025 consumption). Access to the car bonus will also be opened to taxis for the acquisition of electric vehicles.
Flash Fuel Loans (Bpifrance) provide liquidity loans dedicated to companies impacted by the rise in fuel and material prices. The programme has seen significant success with 14 million euros of files already financed. The volume of files currently under review represents 22 million euros (9,500 files filed in total).
The portal opened on 13 April 2026 for the transport, agriculture and fishing sectors and was extended to the construction sector on 13 May 2026. All support measures deployed by the Government are detailed on the official website for beneficiary identification and operational scheduling.
